When the other options involve growing numbers graduating high school illiterate and without basic math skills, it doesn’t seem that awful anymore.

Maybe “Sandcastle Building” could actually BE the art curriculum (sand is cheap), and then “Sandcastle Stomping” could replace Phys Ed (less equipment). Everybody wins: Artistic Development AND Exercise, both at reduced cost.
See, there are savings to be had without reducing educational quality. One just needs to be creative.
