It’s a turn of phrase; “fat and happy” meaning well-fed (and, thus, not wanting) and content with one’s lot in life, whatever that may be.

Marginalizing segments of the population based on appearance &/or perceived lifestyle is asinine. Yet bigotry abounds. Kudos to you for being brave enough to venture into a land full o’ scary, freakish hate. I’m surprised you don’t have more bigoted comments here, asserting such things are impossible. Perhaps there’s hope that we’ll get over knee-jerk need for hate?

obese != fit
The thought came from health authorities, not bigotry or “freakish hate” as you proclaim. The knee jerk seems to be coming from the other side of the divide.
It is possible to be both happy and fit.
